Suspends growth management act provisions if the average rate of total unemployment in a county, seasonally adjusted, as determined by the employment security department, exceeds seven percent for three consecutive months.

Prohibits state agencies from taking action to enforce the requirements of the growth management act in counties and cities in which the requirements are suspended.
