Requires the department of fish and wildlife to provide a biennial report on forage fish, including anchovy, herring, sand lance, sardine, and smelt, to the appropriate committees of the senate and house of representatives.

Prohibits the department of fish and wildlife from spending any money from the state wildlife account until the report is submitted.
