Authorizes a county to create a cultural access authority by resolution of the county legislative authority.

Allows the board of trustees of a cultural access authority to impose a sales and use tax and annual regular property tax levies within the authority service area when authorized by a majority of the voters voting on a proposition submitted at a special election held after June 30, 2015.

Requires a cultural access authority to develop and provide a public school cultural access program within its service area.
