Aligns the medical marijuana system with the recreational marijuana system.

Requires the department of health to: (1) Convene a work group of representatives of the University of Washington, Washington State University, the medical quality assurance commission, the board of osteopathic medicine and surgery, the nursing care quality assurance commission, the board of naturopathy, and certain other persons to develop evidence-based practice guidelines for health care professionals to consider when authorizing the medical use of marijuana; and

(2) Adopt rules for the creation, implementation, maintenance, and timely upgrading of a secure and confidential medical marijuana verification program and for removing qualifying patients and designated providers from the medical marijuana verification program.

Exempts from disclosure under the public records act, records in the medical marijuana verification program containing names and other personally identifiable information of qualifying patients and designated providers.

Changes the name of the basic health plan trust account to the basic health services account.
