Establishes the spill prevention and response act.

Requires the department of ecology to: (1) In consultation with the utilities and transportation commission, the federal railroad administration, and industry experts, conduct a study on the safety of transporting oil and hazardous materials in bulk by rail;

(2) Conduct an evaluation of the safety of transporting oil and hazardous materials in bulk on waters of the state;

(3) With the utilities and transportation commission, jointly hold a symposium on emergency prevention and response activities for oil and hazardous materials transported in the Pacific Northwest region;

(4) Make certain information regarding oil and hazardous materials spill prevention and response available on its web site; and

(5) Provide grants to emergency responders to assist with oil spill response and firefighting equipment and resources needed to meet certain requirements specified in this act.
