    On page 9, beginning on line 21 of the proposed substitute, after "(1)" strike "Subject" and insert "Unless preempted by federal law, and subject"

EFFECT: Eliminates the authority of the Liquor Control Board to issue rules pertaining to the labeling and advertising of vapor products if such rule-making authority is preempted by federal law.
