    On page 9, line 26 of the proposed substitute, after "state." insert "The effective date of this section is July 1, 2016."

EFFECT: Creates an effective date of July 1, 2016, with respect to the rule-making authority of the Liquor Control Board regarding vapor product labeling and advertising.
