EFFECT:   Removes the January 1, 2022 sunset for local jurisdiction distributions of marijuana tax revenue.  Eliminates the $20 million fiscal year cap for local jurisdiction distributions starting July 1, 2019. Changes the percentage of general fund marijuana tax revenue that is distributed to locals from 30% to 50% starting fiscal year 2020.
