On page 236, after line 33, insert the following:

NEW SECTION.  Sec. 802.  "This act does not create any new entitlement or cause of action related to civil commitment under this chapter, and cannot form the basis for a private right of action."

Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: This act may not create a new entitlement or cause of action related to civil commitment, or form the basis for a private right of action.
