EFFECT: Authorizes the UTC to adopt rules for safety standards for private crossings along railroad tracks where crude oil is being transported, including, but not limited to, signage requirements.
Removes specific language regarding inspections and improvements of private crossings and improvements that must be completed and paid for by the railroad company.
