EFFECT: Requires a city with a population of more than six hundred thousand (Seattle) to honor all requests for restricted parking zone (RPZ) permits, not just low-income permits, in RPZs implemented as a result of the parking impacts of a regional transit authority. Also limits the amount that can be charged for those RPZ permits to no more than five dollars.
