NEW SECTION.  Sec. 408.  "The secretary of state shall submit sections 101 through 404 of this act to the people for their adoption and ratification, or rejection, at the next general election to be held in this state, in accordance with Article II, section 1 of the state Constitution and the laws adopted to facilitate its operation."

Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: Adds a referendum clause. Removes the emergency clause on the fuel tax increase of five cents per gallon that would go into effect on July 1, 2015, and makes it effective January 1, 2016.
