Brief Description: Concerning information technology budget requests.

Brief Summary of Bill

  • Requires agencies to include certain information with budget requests for proposed information technology expenditures, in addition to budget request evaluation performed by the State Chief Information Officer.

Background:

As part of the budget process, agencies are required to provide the Office of Financial Management (OFM) with information supporting their budget requests. Budget requests involving information technology (IT) expenditures are also required to include budget detail for evaluation.

In addition to the OFM receiving budget requests, the Director of the Consolidated Technology Services Agency (CTS), also known as the State Chief Information Officer (CIO), evaluates budget requests for IT expenditures. The budget request evaluation performed by the CIO establishes priority ranking categories for all proposed IT expenditures. The CIO has statewide responsibilities for technology standards, policy, strategy, and enterprise systems. In 2015, as part of a statewide technology reorganization, the CIO was moved from the OFM to the CTS.

In the 2014 Supplemental Operating Budget, a proviso required agency budget requests for proposed IT expenditures to include certain information in conjunction with the CIO's budget request evaluation process, including the agency's priority ranking of its IT expenditure requests, the estimated biennial and total cost of the request, and the timeline to complete the request. Under the proviso, the OFM and the CIO were authorized to request additional information.

Summary of Bill:

Agencies are required to submit certain information with budget requests for proposed information technology expenditures as part of the biennial budget process. An agency's information technology budget requests must include (1) the agency’s priority ranking of each request, (2) estimated costs in the current biennium, (3) estimated total costs over all biennia, and (4) the expected timeline to complete the request. The information is to be provided in addition to and in support of the CIO’s prioritization of proposed information technology expenditures. The CIO and the OFM may also request additional information for these requests.

Effective Date: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
