Background:

Daylight savings time refers to the time of year where daily time shifts forward one hour in order to capture more daylight time in the evenings. At the end of this period, clocks revert back one hour to standard time.

The Uniform Time Act of 1966 standardized the use of a daylight savings calendar in the United States. Originally, the daylight savings period lasted from the last Sunday in April through the last Sunday of October. Over the years, the period has expanded to its current length spanning from the second Sunday in March through the first Sunday in November.

States may choose to opt out of observing daylight savings, and remain on standard time throughout the year.

The Legislature requests Congress to adopt daylight savings on a year-round basis.
