Background:

Chapter 251, Laws of 2013 (SSB 5287) required the Office of the State Treasurer, the Office of Financial Management, and the Code Reviser to review state statutes related to state capital construction funds, accounts, and bond authorizations. Based on the review, they were required to submit legislation in 2015 to amend, repeal, or decodify statutes that are inactive, obsolete, or no longer necessary for continued publication in the Revised Code of Washington (RCW).

Summary of Amended Bill:

A number of statutes related to state capital construction funds, accounts, and bond authorizations that are inactive, obsolete, or no longer necessary for continued publication in the RCW are decodified, recodified, amended, or repealed.

Amended Bill Compared to Original Bill:

The bill as amended decodifies two additional RCW sections related to Community College bonds.

Effective Date of Amended Bill: The bill takes effect 90 days after adjournment of the session in which the bill is passed.

Staff Summary of Public Testimony:

(In support) It is important that one of these decodification bills passes to get these statutes off of the books. We would like the two expired bond statutes related to the community and technical colleges added to this bill.
