Modifies provisions relating to cosmetologists, barbers, manicurists, and estheticians.

Establishes a hair design license separate from cosmetology.

Allows an instructor-trainee to submit documentation that provides evidence of experience as a licensed cosmetologist, hair designer, barber, manicurist, esthetician, or master esthetician for competency evaluation toward credit of not more than three hundred hours of instructor training.

Changes the name of the state cosmetology, barbering, esthetics, and manicuring advisory board to the cosmetology, hair design, barbering, esthetics, and manicuring advisory board.
