Creates an online alternative credit model that awards degrees.

Requires Central Washington University to: (1) Host the online alternative credit model;

(2) Consult with the department of early learning to target students who are early learning providers and to develop programs; and

(3) Develop and launch a bachelor of arts in early childhood education using the online alternative credit model.

Provides that this act is null and void if appropriations are not approved.
