Exempts from the requirement of the state environmental policy act: (1) Development proposals in counties and cities planning under the growth management act that are consistent with the applicable comprehensive plan and development regulations adopted or amended under that act; and

(2) Development proposals in shorelines of the state that are consistent with the applicable master programs adopted or amended under the shoreline management act.
