Authorizes postsecondary education and training of incarcerated adults through expanded partnerships between the community and technical colleges and the department of corrections.

Specifies that an inmate may be selected to participate in a state-funded postsecondary education degree program, based on priority determined by the department of corrections.

Requires the department of corrections, in coordination with the state board for community and technical colleges, to submit a report to the office of financial management and the appropriate fiscal and policy committees of the legislature that evaluates the department's postsecondary education program.
