Requires the state health care authority to: (1) Require a second opinion review from an expert in psychiatry before approving the prescriptions of one or more antipsychotic medications of all children under eighteen years of age in the foster care system; and

(2) In collaboration with the evidence-based practice institute of Washington, distribute a list of evidence-based treatments and the location of available treatment programs and providers and include appropriate interventions from the list in the child's treatment plan when available.
