Specifies that certain health and safety requirements for child care programs that serve school-age children shall impose no additional requirements than the health and safety standards established by the department of health for primary and secondary schools.

Exempts certain child care programs from licensing requirements regarding a prohibition on the use of window blinds or other window coverings with pull cords or inner cords.
