Requires the state board of osteopathic medicine and surgery to enter into a contract with a voluntary substance abuse monitoring program when implementing an impaired osteopathic practitioner program.

Increases the surcharge for new licenses and license renewals for osteopathic physician assistants and those enrolled in physician assistant training programs.

Changes the surcharge to a set amount of twenty-five dollars for new licenses and license renewals for veterinarians.
