Exempts the following from the definition of "agency" for purposes of chapter 74.15 RCW (care of children, expectant mothers, persons with developmental disabilities): Certain host home programs, and host homes, operated by a tax-exempt organization for youth not in the care of or receiving services from the department of social and health services.

Requires a host home program to: (1) Register with the secretary of state's office; and

(2) If it has reason to believe that a child has suffered abuse or neglect, report the incident to the proper law enforcement agency or to the department of social and health services.
