Requires the department of ecology to consider and make provisions relating to the following when adopting emergency or permanent rules related to the provision of funds for drinking water supply projects from the state drought preparedness account: (1) The time required for a project sponsor to complete the project;

(2) The benefit of the project from the completion of the project extending beyond the time when a drought condition order terminates; and

(3) Project benefits that provide both short-term relief from a current drought and long-term solutions for preempting and managing undue hardships.
