Includes in the definition of "telemedicine," for the purposes of this act, consultation between psychiatrists and other providers, including primary care physicians, nurses, care coordinators, case managers, social workers, and psychologists to provide diagnostic and medication management evaluation and education.

Requires the department of health to partner with the University of Washington to establish up to six centers of excellence in evidence-based integrated behavioral health training.
