Requires the department of natural resources to: (1) Conduct a forest resiliency burning pilot project with the goal of monitoring and evaluating the benefits of forest resiliency burning and the impacts on ambient air quality; and

(2) Establish the processes and procedures necessary to administer the pilot project, including the review and approval of qualifying forest resiliency burning proposals.

Authorizes the department to consider forest resiliency burning proposals that include treatments to reduce fuel loads before burning, including the thinning of forest stands and grazing to clear brush.

Expires July 1, 2019.
