Creating the affordable college for everyone grant contract program.


(DIGEST OF PROPOSED 1ST SUBSTITUTE)


Removes the financial barriers to attending college faced by students whose promise of free tuition and fees has been taken away.

Establishes a financial aid program under which only those students who can afford it will make contributions to the program fund based on a very low percentage of their income to enable future students to participate in the program and attend an institution of higher education without having to pay tuition.

Requires the office of student financial assistance to: (1) Design the Washington affordable college for everyone grant contract program; and

(2) With the assistance of the office of the superintendent of public instruction, implement and administer the program.

Requires the caseload forecast council to forecast the number of students who are eligible for the program.

Creates the affordable college for everyone grant contract account.

Requires the Columbia River Gorge commission to eliminate the backlog of complete and unprocessed land use applications by July 1, 2017.

Declares an intent to provide the commission with one-half of one full-time equivalent employee who has experience and demonstrated expertise related to land use planning in Washington and Oregon for the purpose of: (1) Eliminating the backlog;

(2) Improving the land use application process; and

(3) Enabling the commission to manage new projects that strengthen the economy within the Columbia River Gorge region.

Requires a health carrier that imposes different prior authorization standards and criteria for a covered service among tiers of contracting providers of the same licensed profession in the same health plan to, upon request, inform an enrollee which tier an individual provider or group of providers is in.

Prohibits a health carrier from requiring prior authorization for an evaluation and management visit or an initial treatment visit with a contracting provider in a new episode of habilitative, rehabilitative, East Asian medicine, or chiropractic care.

(2) The number of employees hired from the division of vocational rehabilitation services and the department of services for the blind the previous year; and

(3) Opportunities for internships for the department of social and health services' division of vocational rehabilitation and developmental disabilities administration, and the department of services for the blind client placement, leading to an entry-level position placement upon successful completion for the current year.

Requires the department of social and health services to combine the functions of a designated mental health professional and designated chemical dependency specialist by establishing a designated crisis responder who is authorized to conduct investigations, detain persons up to seventy-two hours to the proper facility, and carry out the other functions identified in chapter 71.05 RCW (mental illness) and chapter 71.34 RCW (mental health services for minors).

Requires the behavioral health organizations to provide training to the designated crisis responders.

Requires the state institute for public policy to evaluate the effect of the integration of the involuntary treatment systems for substance use disorder and mental health and make preliminary reports to appropriate committees of the legislature.

Creates the affordable housing land bank within the department of commerce and allows real property in the land bank to be leased to eligible organizations for the construction or operation of a housing project or development that dedicates at least eighty percent of its units to provide affordable housing.
