(3) Information contained in a local or regionally maintained gang database; and

(4) Proprietary reports or information obtained by the Washington pollution liability insurance program director in soliciting bids from insurers.

Allows participants' names, general locations, and e-mail addresses to be disclosed to other persons who apply for ride-matching services and who need that information in order to identify potential riders or drivers with whom to share rides.

(3) An innovative grant program for community or technical colleges to expand their integrated basic education and skills training program to adult basic education and English as a second language students.

Requires the baccalaureate institutions of higher education to each administer an innovations for student completion program on their campuses.

Requires the student achievement council to administer a competitive grant program for the baccalaureate institutions of higher education that want to pursue innovative advising, mentoring, and service learning programs.

Requires an attendance pilot project to be established at a community or technical college to be selected by the state board for community and technical colleges.

Establishes the sudden cardiac arrest awareness act.

Requires the Washington interscholastic activities association to work with member schools' board of directors, a nonprofit organization that educates communities about sudden cardiac arrest in young athletes, and the University of Washington medicine center for sports cardiology to develop and make available an online pamphlet that provides youth athletes, their parents or guardians, and coaches with information about sudden cardiac arrest.

Requires school districts and private schools to hold an informational meeting at the beginning of each school year that reviews the nature, risk, symptoms and warning signs, prevention, and treatment of sudden cardiac arrest.

Requires private nonprofit organizations that use school property to provide a statement of compliance with the policies for sudden cardiac arrest awareness.

Requires a driver, before reinstatement of a driver's license that was revoked, to complete a high-risk driver traffic safety course offered by a licensed driver training school.

Requires licensed driver training schools to offer a young driver and high-risk driver traffic safety course.

Creates the high-risk and young driver safety education program within the department of licensing to provide financial assistance to indigent persons who are required to enroll in the safety course.
