Allows the school counselor or administrator to witness the pledge and indicate to the office of student financial assistance the nature of the unsuccessful efforts to contact the student's parent or guardian.

(4) Account for the transitional bilingual instruction program instructional services provided to English language learner students;

(5) Analyze the opportunity gap through deeper disaggregation of student demographic data;

(6) Invest in the recruitment, hiring, and retention of educators of color;

(7) Strengthen student transitions at each stage of the education development pathway; and

(8) Incorporate integrated student services and family engagement.

Prohibits a local agency from procuring an extraordinary sensing device without the explicit approval of the governing body of the locality, given for that specific extraordinary sensing device to be used for a specific purpose.

Requires the governing body for each local agency and the elected or appointed official in charge for each state agency to develop and make publicly available, written policies and procedures for the use of any extraordinary sensing device procured, and provide notice and opportunity for public comment before adoption of the written policies and procedures.

Requires the office of the chief information officer to construct a web site publicly listing every agency's written policies and procedures.

Prohibits the following from collecting, retaining, or using in any manner, student biometric information, unless it is necessary to implement an individualized education program or plan developed under section 504 of the rehabilitation act of 1973: (1) The superintendent of public instruction or an employee or contractor of the superintendent;

(2) An educational service district board, educational service district, employee, or contractor; and

(3) A school district board of directors, school, employee, or contractor.

Requires the K-12 data governance group to: (1) Develop a detailed data security plan and procedures to govern the use and maintenance of data systems; and

(2) Develop a model plan for school districts to use to safeguard personally identifiable student-level data at the school district level.

Requires the office of the superintendent of public instruction to grant parents and legal guardians access to certain student records.

Requires public agencies and organizations that possess personally identifiable student-level data to take special precautions to avoid accidental disclosure of the data.

Requires public agencies or organizations and private contractors or vendors, that are authorized to access student-level data, to adhere to all federal and state laws protecting student data and safeguarding the confidentiality and privacy of student records.

Authorizes nonretail class liquor licensees to allow their employees between the ages of eighteen and twenty-one to stock, merchandise, and handle liquor on or about the licensee's premises, except between 11:00 p.m. and 4:00 a.m., as long as there is an adult at least twenty-one years of age, employed by the retail licensee, and present at the retail licensee's premises during the activities.

Requires a court, when construing the requirements of the involuntary treatment act, to focus on the merits of the petition, except where requirements have been totally disregarded.

Authorizes the department of social and health services to use a single bed certification process to provide additional treatment capacity for a person or for a minor suffering from a mental disorder for whom an evaluation and treatment bed is not available.

Requires regional support networks to administer and provide for the availability of an adequate network of evaluation and treatment services to ensure access to treatment pursuant to the involuntary treatment act.

Requires the department of social and health services to collaborate with regional support networks or behavioral health organizations and the state institute for public policy to estimate the capacity needs for evaluation and treatment services within each regional service area.

Modifies involuntary outpatient mental health treatment provisions relating to persons in need of assisted outpatient treatment.

Provides that sections 201 through 210 of this act are null and void if appropriations are not approved.

Requires the department of transportation, during the design process for state highway projects that include the construction of a new bridge or the rehabilitation or reconstruction of an existing bridge across a navigable river or another transportation facility that is adjacent to or crosses a waterway, to consider and report on the feasibility of providing a means of public access to the navigable river or waterway for public recreational purposes.
