Subjecting a resolution or ordinance adopted by the legislative body of a city or town to assume a water-sewer district to a referendum.

Subjects to a referendum, a resolution or ordinance adopted by the legislative body of a city to assume jurisdiction of all or part of a water-sewer district.

Exempts a city legislative authority from the referendum requirement if it assumes jurisdiction of all or part of a water-sewer district through a contract with a water-sewer district or through an interlocal agreement with a water-sewer district.

Concerning data reported by the office of the superintendent of public instruction for homeless students. (REVISED FOR ENGROSSED: Concerning homeless students. )

Requires the office of the superintendent of public instruction to: (1) Include the following data for homeless students in its report to the governor and the legislature: (a) The number of identified unaccompanied homeless students enrolled in public schools; and (b) the academic performance and educational outcomes of unaccompanied homeless students; and

(2) Create a competitive grant process to evaluate and award state-funded grants to school districts to pilot increased identification of homeless students and the capacity of the districts to provide support.

Requires the department of commerce to: (1) In consultation with the office of the superintendent of public instruction, administer a grant program that links homeless students and their families, or unaccompanied homeless students, with stable housing located in the homeless student's school district; and

(2) Working with the office of the superintendent of public instruction, develop a competitive grant process to make grant awards to school districts partnered with eligible organizations on implementation of the proposal.

Authorizes school districts to access both federal and state funding to identify and support homeless students.

Provides that sections 2 and 3 of this act are null and void if appropriations are not approved.

Establishing a Washington food policy forum.

Creates the Washington food policy forum as a public-private partnership.

Places responsibility with the director of the conservation commission for appointing participating members of the forum.

Requires the forum to: (1) Develop recommendations to advance certain food system goals; and

(2) Coordinate with the Washington State University center for sustaining agriculture and natural resources, and review, consider, and discuss the study described in section 3 of this act that must be performed by the Washington State University center for sustaining agriculture and natural resources.

Expires July 1, 2017.

Authorizing the electronic submission of vessel reports of sale.

Modifies vessel registration provisions.

Requires the department of licensing to: (1) Provide or approve reports of sale forms;

(2) Provide a system enabling a vessel owner to submit reports of sale electronically;

(3) Immediately update the vessel record when a report of sale has been filed;

(4) Provide instructions on release of interest forms; and

(5) Send a report to the department of revenue that lists vessels for which a report of sale has been received but no transfer of ownership has taken place.

Creating a homeless student housing and educational stability program as a part of basic education.

Establishes a homeless student housing and educational stability program to facilitate the education of all students by: (1) Removing the barriers to learning faced by homeless students;

(2) Decreasing the mobility rates that negatively affect the learning of homeless students and their classmates;

(3) Increasing student engagement; and

(4) Enhancing readiness to learn.

Establishes effective partnerships between school districts and eligible organizations to provide housing and educational stability assistance for homeless students and their families.

Concerning parking impact mitigation from regional transit authority facility construction.

Requires a regional transit authority, when it constructs or operates a transportation facility, to consider the potential impacts of that facility on parking availability for residents nearby and develop mitigation strategies.

Requires certain cities that have implemented restricted parking zones in residential areas as a direct result of the parking impacts of a regional transit authority facility to: (1) Honor all requests for restricted parking zone permits;

(2) Charge no more than five dollars per year for restricted parking zone permits; and

(3) Allow restricted parking zone permits for registered nonprofits located within a restricted parking zone.

Creating demonstration projects for preserving agricultural land and public infrastructure in flood plains.

Requires the state conservation commission and the departments of agriculture, natural resources, fish and wildlife, and ecology to jointly identify and assess three demonstration projects, located in Whatcom, Snohomish, and Grays Harbor counties, that test the effectiveness and costs of river management.

Requires the departments to consult with and obtain the views of the federally recognized tribes that may be affected by each pilot project.

Addressing electronic notices and document delivery of insurance products.

Authorizes a notice to a party or other document required under applicable law in an insurance transaction or that is to serve as evidence of insurance coverage to be delivered, stored, and presented by electronic means as long as it meets the requirements of the state electronic authentication act.

Authorizes standard property and casualty insurance policy forms and endorsements that do not contain personally identifiable information to be mailed, delivered, or posted on the insurer's web site.

SB 6079

by Senators Baumgartner, Ericksen, Padden, Braun, Angel, and Bailey

Revising funding provisions for basic education.

Declares an intent to: (1) Enable parents to determine which school best meets their child's educational needs;

(2) Empower parents to be able to send their child to their school of choice;

(3) Provide the legislature flexibility to determine the levels of K-12 funding in the omnibus appropriations act by repealing the prescriptive K-12 prototypical school funding model enacted in statute by chapter 236, Laws of 2010; and

(4) Continue to exercise its policy-making prerogative to change aspects of the basic education program and funding by repealing the four funding enhancements, also enacted by chapter 236, Laws of 2010.

Requires the state, beginning with the 2015-2016 school year, to annually provide a K-12 education voucher to every eligible child whose parent applies for the voucher.

Allows the vouchers to be redeemed at any voucher-redeeming school.

Provides that expenditures for the vouchers count toward the minimum state funding requirements for basic education established in the state Constitution.

SB 6080

Financing public school facilities necessary to support state-funded all-day kindergarten and class size reduction in kindergarten through third grade.

Establishes the K-3 class size reduction grant program which must be administered by the office of the superintendent of public instruction.

Authorizes the state finance committee to issue general obligation bonds for the purpose of providing funds for financial assistance to local school districts for capital facilities necessary to provide all-day kindergarten and reduce class size in kindergarten through third grade.

Creates the K-3 class size reduction account.

Makes an appropriation.
