Appointing a representative for a crime victim in certain circumstances.


Authorizes a prosecuting attorney to appoint an investigative law enforcement officer to serve as a representative of a crime victim if the victim is deceased and has no estate or surviving family or other representative.

Authorizes the law enforcement officer to make a recommendation for a sentence different than that provided in a plea agreement.

Establishing an economic gardening pilot program.


Creates the economic gardening pilot project within the department of commerce. The purpose of the pilot project is to stimulate the state's economy and create good-paying, sustainable jobs by providing economic gardening strategic assistance services to second-stage companies.

Creates the economic gardening pilot project fund.

Expires July 1, 2019.

Addresses cancer research, prevention, and care.

Changes the composition of the life sciences discovery fund authority and expands the authority's duties.

Establishes an independent expert scientific review and advisory committee.

Increases the tax on cigarettes and the tax on tobacco products.

Creates the fund to fight cancer and the fight cancer treasury fund.

Creates the WWAMI regional medical education and training program account and the Washington State University medical education and training program account.
