Concerning administrative processes of the state parks and recreation commission that require a majority vote of the commission.

Authorizes the state parks and recreation commission, with the affirmative vote of at least five members of the commission, to enter into a lease for up to sixty-two years for property at Saint Edward state park.

Requires the department of commerce, in consultation with the state parks and recreation commission, to conduct a study on the economic feasibility of potential public or nonprofit uses of the seminary building at Saint Edward state park.

Establishes the improving constituent access and representative engagement act.

Authorizes local governments to lease office space to legislative members and establishes that local governments that do so are not thereby obligated to lease real property of the local government to other parties, including the state or private parties.

Concerning the exercise of expressive rights following school sports activities.


Provides that immediately after a school sports activity is completed, any grounds of the school open to the public after the school day has ended or on a weekend day is a designated public forum where all individuals may safely assemble to talk with other individuals, including praying with one another.

Prohibiting purchases of land within urban growth areas by state agencies.


Prohibits a state agency from purchasing land lying within an urban growth area, designated in accordance with the growth management act, in a county located east of the crest of the Cascade mountain range.
