Requires the department of fish and wildlife, the parks and recreation commission, and the department of natural resources to: (1) Each maintain an inventory of water rights appurtenant to each parcel of land purchased by their agencies; and

(2) Seek assistance from the department of ecology in maintaining the inventory.
