Requires the department of ecology to: (1) Complete and publish a chemical action plan for any flame retardant identified as a chemical of high concern for children within two years of the adoption of the rule that identifies that flame retardant;

(2) Select substances that impact state water bodies, as identified by the United States environmental protection agency in the clean water act, for development of a chemical action plan;

(3) In consultation with the department of health, complete and publish a chemical action plan for two substances to identify, characterize, and evaluate uses and releases of the substances in the state, the levels of the substances present in the environment, and the levels of the substances present in state water bodies; and

(4) Create an external advisory committee for each chemical action plan developed to provide stakeholder input, expertise, and additional information.

Makes an appropriation.
