Revises the energy facility site evaluation council's enforcement statutes to: (1) Make them more consistent with similar enforcement statutes of the department of ecology and local air pollution control authorities; and

(2) Clarify the appeal process.

Clarifies that certain additional penalties for oil spills may be imposed by the department of ecology at energy facilities under the jurisdiction of the energy facility site evaluation council.
