Requires, consistent with federal funding levels from the 2011-2013 omnibus transportation appropriations act, at least 10.4 million dollars of federal transportation funds to be made available during each fiscal biennium to the safe routes to school program.

Requires at least 6.8 million dollars from the highway safety fund to be dedicated to the safe routes to school program.
