Specifies that when the department of natural resources has acquired an easement or other interest in lands, it has an affirmative and ongoing duty to ensure that it maintains compliance with road maintenance or repair requirements included in the easement or other applicable agreement.

Specifies that when a public agency acquires property that benefits from an easement allowing the use of a department of natural resources road for commercial purposes and the agency intends to use the road for noncommercial purposes, it may communicate that intent to the department in writing.

Requires the department of natural resources, before abandoning or otherwise closing a road, to provide reasonable alternative access to private property where the owner of that property has relied on the road for access to the property for at least twenty-five consecutive years.

Changes the access road revolving fund to the access road account and modifies expenditures.
