Modifies provisions relating to the disposition of surplus property by the department of transportation.

Requires the department of transportation, when proposing the disposition of state-owned land, to provide written notice of the proposed disposition to the legislative authorities of the counties, cities, and towns in which the land is located at least thirty days before entering into the disposition agreement.

Creates the transportation facilities account and requires revenue received by the department of transportation from the sale of certain surplus property to be deposited into the account.
