Addresses transportation revenue with regard to: (1) Motor vehicle fuel taxes, nonhighway refunds, and handling loss deductions;

(2) License fees by weight and freight project fees, passenger vehicle weight fees, electric vehicle fees, commercial driver's license fees, enhanced driver's license and identicard fees, studded tire fees, and service fees due on title and registration transactions;

(3) Local transportation revenue related to transportation benefit districts, community transit sales tax, passenger-only ferry service districts, Sound Transit funding, and transfers to cities and counties;

(4) The complete streets grant program;

(5) The Tacoma Narrows Bridge sales tax deferral;

(6) Traffic safety cameras;

(7) Alternative fuel sales and use tax exemptions;

(8) Alternative fuel commercial vehicle tax credits;

(9) Commute trip reduction tax credit;

(10) Transfers to the connecting Washington account; and

(11) Rate setting for garbage companies.

Requires the department of transportation's public-private partnership office to develop a pilot program to support the deployment of electric vehicle charging infrastructure that is supported by private financing.

Creates the connecting Washington account, the electric vehicle charging infrastructure account, and the Puget Sound taxpayer accountability account.
