Provides funding for legacy storm water permit compliance activities and fish passage barrier removal activities at the department of transportation from the environmental legacy stewardship account.

Specifies that the provisions of this act apply to projects identified as connecting Washington projects and supported by revenues generated under Substitute Senate Bill No. 5987.
