Designates the Interstate 405 express toll lanes as a two-year pilot.

Prohibits toll charges from being assessed and minimum vehicle occupancy requirements from being permitted in the corridor: (1) Between the hours of 7:00 p.m. and 5:00 a.m.;

(2) At any time on the weekend; and

(3) On state and federal holidays.

Requires the department of transportation, to the greatest extent possible, to continue to expand the length of the access and exit points to the express toll lanes.
