Modifies provisions regarding marijuana research licenses.

Transfers certain responsibilities from the life sciences discovery fund authority to the state liquor and cannabis board with regard to reviewing projects submitted by marijuana research license applicants.

Directs the state liquor and cannabis board to select a scientific reviewer to review and, if applicable, approve the projects.

Requires the applicant to pay the cost of the review process directly to the scientific reviewer.

Exempts the following from disclosure under the public records act: Proprietary financial, commercial, operations, and technical and research information and data submitted to or obtained by the state liquor and cannabis board in applications for marijuana research licenses or in reports submitted by marijuana research licensees in accordance with rules adopted by the state liquor and cannabis board.

The Senate of the State of Washington

Ladies and Gentlemen:

I am returning herewith, without my approval, Substitute Senate Bill No. 6177 entitled:

"AN ACT Relating to the marijuana research license."

This is a worthy bill, but it has preceded the passage of the 2016-2017 supplemental operating budget, which is a greater legislative priority. Until a budget agreement is reached, I cannot support this bill.

For these reasons I have vetoed Substitute Senate Bill No. 6177 in its entirety.
