Establishes the dairy farm and groundwater resource sustainability act.

Requires the department of ecology, in consultation with the department of agriculture, to establish a general permit, known as the state dairy groundwater discharge permit, that is available to concentrated animal feeding operations that discharge exclusively to groundwater.
