    On page 3, after line 15, insert the following:

    "(5)  The reductions in this section apply only if the climate impacts group at the university of Washington determines that, taking into account both anthropogenic and non-anthropogenic greenhouse gas emissions within Washington, the proposed reductions can have a statistically significant impact on the global temperature."

EFFECT:   Provides that Washington's obligation to reduce greenhouse gas emissions applies only upon a determination by the Climate Impacts Group at the University of Washington that, after taking into account both the anthropogenic and non-anthropogenic greenhouse gas emissions within Washington, the proposed reductions can have a statistically significant impact on the global temperature.
