    On page 13, after line 37 of the striking amendment, insert the following:

    "NEW SECTION. Sec. 8.   Section 4 of this act takes effect April 1, 2019."

EFFECT:  Changes the effective date of section 4 from 90 days after adjournment to April 1, 2019.
