    On page 7, after line 25, insert the following:

    "NEW SECTION. Sec. 3. A new section is added to chapter 64.50 RCW to read as follows:

    All local governmental entities shall be liable for damages arising out of their tortious conduct related to the inspection or permitting of construction of a residence or in the substantial remodel of a residence, and this liability shall be joint and several."

    Renumber the remaining sections consecutively and correct any internal references accordingly. Correct the title.

EFFECT:   Provides that local governments are liable for damages arising out of their tortious conduct related to the inspection or permitting of construction of a residence or in the substantial remodel of a residence, and this liability shall be joint and several.
