    On page 7, line 9 of the striking amendment, after "use." insert "The imposition of any penalties must be approved by the legislature."

EFFECT:   Requires the imposition by the Utilities and Transportation Commission or the Department of Commerce of any penalties for compliance with the fossil fuel reduction targets to be approved by the Legislature.
