    On page 137, after line 10, insert the following:

    "(14) The department must use the rulemaking authority granted under 77.04.055 RCW to prohibit the use of gillnet fishing in the lower Columbia river."

EFFECT: Requires the Department of Fish and Wildlife to prohibit gillnet fishing in the lower Columbia River.

FISCAL IMPACT: No net change to appropriated levels.
