    On page 5, after line 7, insert the following:

    "NEW SECTION. Sec. 3. A new section is added to chapter 82.02 RCW to read as follows:

    The department of commerce shall complete a study on the impact of impact fees on housing affordability and submit such study to the legislature by December 1, 2019."

    Renumber the remaining sections consecutively and correct any internal references accordingly.

    Correct the title.

EFFECT: Requires the Department of Commerce to complete a study on the impact of impact fees on housing affordability and submit such study to the legislature by December 1, 2019.
