EFFECT: (1) Provides an exemption for contracts awarded: On public works projects; through alternative public works contracting; or on contracts for architectural and engineering services.

(2) State agency contracts for HVAC, plumbing, and electric work are not subject to rules related to contracting out services traditionally and historically provided by state employees.
